From the FGT CLI, perform a "diag hardware deviceinfo nic <wan port>" on your WAN connection and check what speed your fgt is connecting at. If your ISP connection is 75 Mbps then the duplex/speed should be at least 100 Full duplex (or higher). If you see any errors from the diag output (above) it's possible you have duplex/speed mismatch.
Keep in mind if you have any UTM/IPS features enabled on the fgt (firewall polices), it will "slow" your connection down somewhat.

If the FortiGate does not much else, i doubt IPS/UTM should have this impact. It's advertised with 150Mbps IPS throughput. I'm not assuming 100% here, but 10 vs 150 would far too little.
If you start multiple downloads simultaneous, do you exceed the 10Mbps? I have experienced before that while a single connection is somehow limited to 10Mbps on 30D multiple connections/sessions improve the overall situation.
