FMG 5.6.6, 5.6.7 does not allow me to set an IPS filter with Application=Oracle. When I set IPS Filter > Application=Oracle, the filter does not work at all and the FMG does not allow me to push the button "Use signatures".
Have you seen this before? Any ideas how to do it? The filter I want to create is:
OS=Linux Application=Oracle

I'm using FMG 6.0.5 and the filter is working, so I can't really help you with that.
But if you see a button "used Signatures", I think you have selected the IPS signatures section, after you created the filter you manual have to select the singnatures you want to use (or the top check box to select them all). If you use the section IPS Filters, you should have a button called "Use Filters" and there you can build an IPS selection based on the filters you want, and the fortigate will select all relevant signatures.
