Is it safe to delete objects in Addresses under Policy & Objects if the object does not have any references? If not, how can I know?

Yes, it is. If no references, it's not in use and Fortigate do not allow to delete objects if they are used somewhere.

BUT...
as a 'best practice' I often define addresses which are later on used or not used, but documented here. They might not be functionally needed (now) but you'll have this information at one glance.
Maybe the guy who created these had the same in his/her mind.
