SSL VPN from China

Recently our customer deployed 2FA SSL VPN and they have started to access SSL VPN gateway in Tokyo office from their branch in China. However fortitoken mobile installation from Apple store or Google play is blocked and in China.

However does anyone know how we should use SSL VPN and 2FA in China in terms of Chinese local regulation or law.

Any comments would be appreciate.
