Is there any way to keep the SSL-VPN clients from dropping connection to the VPN server if they transition off of wifi to cellular?
It doesn't seem to even attempt to stay connected or retry, it just immediately disconnects.

I believe you can not prevent the connection drop but you can configure option Always Up (Keep Alive) in FortiClient .
If connection drops it will attempt to reconnect again.

Check the SSL VPN portal that the user trying to connect, and enable Always Up (Keep Alive)
If the connection fails, possibly due to network errors, FortiClient attempts to reconnect.
