 Is there any alternative way to block and eliminate this event from the FortiGate logs?"

Please do refer the below document attached article  that explains and describes how to resolve SSL.Anonymous.Ciphers.Negotiation or SSL.Null.Ciphers.Negotiation messages in the Intrusion Prevention log for traffic and traffic passed.

so far this event still pop up, why this event still popup and how to i check this conection SSL it safe from internal network ?

and why this event showing in fortigate SSL do you tell me about this issue on service SSL ?
