I have a FortiGate 40F firewall and two network connections. I'm familiar with setting up SD-WAN for failover and/or best connection. But I have to setup this device to failover from WAN-A to WAN-B once I've hit my data cap for the month. I know that you can play with bandwidth limiters and traffic shaping, but not sure if you can use all three to reach my goal.

I don't think it is possible with built-in Fortigate tools. The information is there but would require custom automation/scripting. E.g. this will give cumulative traffic that passed so far the interface TX/RX, but then you need to script to monitor this information and run some commands on Fortigate on trigger, doable, not simple: diagnose netlink interface list port3
