Resource utilization back track

Good day good people,

 

I hope you are all doing well,

 

I just want to ask if anyone has an idea on how to backtrack the reason for high resource utilization. For example, high CPU and memory utilization were observed during the morning, and we just noticed it in the evening. Does anyone know how to backtrack the issue without TAC intervention? what are the commands needed on to solve this issue
