I ham running a fortigate 200D and looking to try and redirect requests for one website to another. I thought about using the blocked message and configuring that as a redirect, but I need to leave the blocked message as is.
Any ideas?
This type of request is usually done on the web server end. Apache does this all day. The firewall just passes or blocks traffic, for the most part.

Yup.
I have people going to one external domain and I need to route them to a different external domain. I was wondering if there was a mechanism that did this transparently in the FGT200D seeing as how I don't have control over the Apache/IIS/NGNX/etc out in the wild...
