Re.policy route with intervlan conflict

Hi guys, I config a policy route for vlan1 Example vlan 1 to wan1. And I also create an intervlan policy to ipv4 For intervlan ipv4 policy Vlan 1 to vlan 2 Vlan 2 to vlan 1 How ever my policy route conflict to Intervlan .When I ping vlan 2 .and I Tracrt it goes to public ip. Can u please help me what should I do? I need to create a policy route because I set up wan load balancing for two isp. And I want that 100%of my internet is from isp1 and isp 2 is for back up only.

If the network for VLAN 2 is not directly connected you may need another policy route. Can you post your routing table?
