This is my internal interface connected to cisco 4500 switch gig port. Why is the download smaller than  upload ?

First of all, you are thinking this all wrong. The inbound/outbound is from the Fortigate perspective. This would indicate that traffic exiting the LAN port is higher than traffic entering the LAN port from your Cisco. This is normal for most Internet browsing where most data is coming into the browser (out of the Fortigate port), and only small return traffic is sent back up the line. Nothing wrong with the graph.
