Can 2 FortiGates nodes in HA use a different subnet for MGMT?
example
First device take MGMT IP
10.20.20.64/30
and the second firewall assign
10.20.20.68/30
each firewall is connected to a router there is no mesh topology
first firewall is connected to first router and second firewall is connected to the second router
MGMT subnet is on the router

When you use reserved HA management interface for management, each cluster member can have its own subnets (same or different as needed). Please see Technical Tip: HA Reserved Management Interface - Fortinet Community
