Question about Block list and safe list formats

Good day colleagues. 

Block list and safe list formats.

 

We can only add ip adresses range with prefix /24?

If im try add i am getting an error (The address is invalid.) 172.168.1.1/24 or need simply add 172.168.1 its same as 172.168.1.1/24?
