I am unable to launch Forticlient with MAC OS Monterey. Whenever I try to connect I get the prompt, open security & privacy settings and allow system software from Fortitray. When I go there there isn't anything for me to allow fortitray.

This worked for me for version 7.4 of the VPN client. My guess is that similar steps will change for different versions of the client. Maybe different versions of MacOS, but I am using Mac OS 15 Sequoia and the steps seem to be the same since older MacOS versions. What changed was that the executables that needed exceptions were different between FortiClientVPN 7.0.1 and FortiClientVPN 7.4:
