Power led won't stop blinking on FAP-U223EV

I have a FortiSwitch 248E-POE and I'm connecting FAP-U223EV AP to the POE port

The AP powers on but the power led light just keeps on blinking randomly, the ethernet light does this also, but very slowly like the power led

The Wifi2 light also blinks but its more stable, while I'm typing this all the lights went off and it looked like it rebooted or maybe all the lights just went off, but they started blinking again

I have other forti switches and more U223EV Ap and its the same thing on them all

They never show connected in FG

Is this an power issue?
