I am interested to create a policy that restricts access to number of websites (eg social media, youtube shorts) to a limited period say ten minutes per hour.
A simple schedule (the first ten minutes of the hour) is not suitable, the timer should start when each user hits the policy for the first time (in each hour).
I know that quotas are usually used to restrict time and bandwidth per user, but these reset daily afaik. Or is there a way to create 24 quotas one for each hour?
Open to suggestions on how to achieve.

with reference on below document, quotas are reset daily at midnight and access are calculated separately for each user.

You can check configuring a quota for a set of policies with specific schedule/timeslots and a different webfilter policy.
