I recently purchased several second-hand Fortinet devices (FortiGate, FortiSwitch, FortiAP, FortiAnalyzer) for personal use only, with the goal of learning and improving my skills with Fortinet technologies.
I opened a support ticket to request an Ownership Transfer, but it was declined because the equipment did not come from an authorized Fortinet partner.
Here is the response I received:

I fully understand these rules and I am not requesting official support.
However, some of these devices are still registered under previous owners, which prevents me from adding them to my FortiCloud account or using FortiExplorer GO.
I am passionate about networking, but because of a disability, I unfortunately cannot afford new professional equipment.
This second-hand hardware is the only way for me to learn and practice.
What I am looking for
I am only requesting the latest compatible firmware files so I can cleanly reinstall the following devices:
• FortiSwitch 124D-POE
• FortiSwitch 124E
• FortiAP 221C-E
• FortiAnalyzer 100C
(I can provide proof of purchase and serial number photos privately if needed.)
Conclusion
If any Fortinet partner or experienced community member can guide me or explain how I can legally obtain the firmware for these devices, it would truly help me continue learning.

I don't think you can obtain any firmware in a legal way under this condition.
But you can proceed this way and you may obtain the ownership of the devices. You need to send a mail to both cs@fortinet.com and the original device owner (master mail account), and ask the owner to allow the transfer. Then once he officially allows by e-mail then Fortinet CS will study the request and if all if fine then they will transfer the devices.
