How do I fix this?

Can you confirm if your fortiguard servers are reachable or are you seeing Fortiguard servers failed to connect in your notification ?
config system fortiguard
set fortiguard-anycast disable
set protocol udp
set port 8888
set sdns-server-ip 208.91.112.220
end
Paste the above config in your cli and wait for few minutes and try again to connect your OCVPN.
