How to configure in Fortimail to prevent sender send bulk emails to outside which cause outside blacklist our email system public ip address.
For example: any rate limit control setting in Fortimail? Only allow number of email can be sent out per hour. If it is over the number, then those emails will be in the mail queue until no of email is lower than the limit. Therefore it will prevent too many email to send outside which cause email gateway public ip address being blacklisted.
Or any other alternative solution by Fortimail?

You can limits number of emails using session profile, on the respective IP policy you can select the respective session profile where you have set the session.
Once the sessions matches this limit then the mails will be rejected.
