Not able to select web filter

We have quite a number of web filter policies created but when i create new firewall rules, i am unable to select the webfilter policies that is already in our fortigate.

it will always prompt to create web filter from scratch. 

is there anything missing ?

Your policy is probably set for Flow mode and the Web Filter profiles you have configured are probably set for Proxy Mode:
