New fortigates not appearing

Using Fortimanager to manage two firewall clusters, each with their own policy.  The first cluster installed fine, and was able to manage to policy fine from Fortimanager.  I've installed the second cluster, and it appears fine, and synced.  However, when I try to push the policy for this clustervia the Install wizard, when I get to the page 'Device Selection', the new Fortigates are not appearing.  I'm 99.9999999% sure I've configured these the same way as the first working cluster, and I've removed and reinstalled the cluster into Fortimanager but this hasn't made a difference.

Any ideas how to fix this would be greatly appreciated, as I'm up against a deadline!

Not sure if I can help you, but could you specify the versions of FortiOS and FortiManager that you 're using?

It could help look up for any known issues on the specific versions.
