NetEm installation in fortigate SDW

Hi I would like to test some feature of SDW in eve-ng. so that I want to install NetEm. What is NetEM? I am not very sure. WIthout NetEm, can we use a switch to substitue NetEm for initial SD-WAN configuration on Fortigate SD-WAN network topology? NetEm function is to adjust some traffic feature on wan link such as delay etc? this is correct? Thanks

I just found the NetEm definition:

And as you asked it apparently adjusts some traffic feature on wan link such as delay.
