NDRs don' t listen to whitelistrules

See topic. Why aren' t addresses being parsed through its whitelists? Whitelisted addreses which result NDR (out of office replies) end up getting quarantained... My users do not understand this. It could well be by design, but why can' t it be changed to be more logically?
