Can a FortiGate firewall used for data center (east-west) monitor traffic within the same segment or within the same VLAN?

With a regular datacenter setup like a switch is handling VLAN switching, traffic within one VLAN wouldn't come to the FGT at all.

Not totatlly data center setup. It's just the use case is that fortigate will serve as internal firewall in bet of core and distri to handle east west traffic and if it can monitor traffic within the same vlan or segment
For East-West traffic you would need a dedicated to such cases technology, Fortinet have NSX-T integration for VMWare https://www.fortinet.com/products/private-cloud-security/vmware
