WAN: 31.171.80.12
Mikrotik: 172.16.10.2
Vlan 100 - 10.10.10.1/24
Vlan 200 - 10.11.10.1/24
Fortigate FG100E: 172.16.10.3
HPE 5130: 172.16.10.4

It will help you bridge the VLANs between the switches if they are not directly connected.
If the Mikrotik device has router capabilities I would strongly suggest to use routing between this devices. Spanning VLANs over devices that offer L3 support will not scale well and since OP is still in design phase I would suggest to avoid that.

You can put lan2 and lan3 in the same hardware switch and create VLAN100 and VLAN200 sub-interfaces under that hardware switch.
