Fortigate 110C. There is only NAT and Transparent Mode in the menu `System -> Config -> Operation`, may it be possible set Fortigate 110C as Route Mode by CLI?

What do you mean by route mode? NAT mode on FortiGate allow you to route traffic regularly.

"NAT/route mode" refers to a FGT being a L3 device. Each interface can only be part of one network, and each network can only be terminated on one interface. You do not have to use NAT, but you can.
"Transparent mode" makes a FGT be a L2 device, like a (dumb) switch. This is a quite special use case and not used that often.
