Have you checked the maximum values table of FortiGate that you are using?

I have randomly selected one firewall and a firmware version, and it shows system.wireless.mac-filter value to "0", which means that "Objects with no hard limit, such as objects limited by system memory."
system.wireless.mac-filter | 0 |
You can check you firewall model and firmware version.
