Hi, you can activate in multiple ways like FortiToken / LDAP / RADIUS / SMS servers. Find the below URL have more details about MFA using FortiToken

HI !

By default there are two Free Mobile FortiToken, it can use as MFA admin login to firewall/Remote VPN
