Link Failover

I need to set up failover on a Fortinet 40F at my branch office. The branch is connected via two VPN tunnels: DSL VPN and VSat. My goal is to prioritize the DSL VPN link and switch to VSat in case of DSL VPN outage. I'm new to Fortinet and need guidance, noting that I'm not using SD-WAN but rather static routes.
