I have two similar fortigate devices. One of them displays full license information, the other one displays it in a "short" format. Why is this happening?

You can check the license information in your database as I can see Intrusion Prevention and Antivirus license information is not showing in the second snapshot
From System -> Feature Visibility , you can enable the Intrusion Prevention and Antivirus

Some FortiGate models (e.g., entry-level vs. higher-end models) may display licensing details differently based on their capabilities or the FortiGuard services enabled for them
