L2 & L3 link IPsec VPN issue between two sites with SD-WAN

Hi All,

we have some issue somewhere in L2 and L3 point-to-point link. kindly note that this link doesnot have internet its a p2p link from ISP.

physical interface config: 6 mbps interface with IP 172.16.66.6/30 other side 172.16.66.5/30 => L2 Link

IPsec config: ip 172.16.66.14/32 other side 172.16.66.13/32

physical interface config: 2 mbps interface with IP 172.18.19.182/31 other side 172.18.19.181/31 => L3 Link these IP from isp

IPsec config: ip 172.16.66.10/32 other side 172.16.66.9/32

but link is not utilizing we have config SD-WAN on it.

SD-WAN interface ISP 6mbps VPN and ISP 2mbps VPN (vpn interface assign)

both ISP links connected through core switch because we dont have un manage switch

ISP 6mbps VLAN 1111

ISP 2mbps VLAN 2222 

kindly assist what can be the issue?
