Issue in Intervlan routing done over fortigate

We have created an inter-Vlan routing between 2 different subnets. We are able to ping the  IP address of both the segments  but the web url hosted on severs of cross segments are not opening but if we open the URL through the same subnet they are accessible.

Even Putty is also happening 

No web filter is applied on the policies,

Could you please share a small diagram? Are both the subnet/servers gateway lying on the FortiSwitch? Could you share a tracert from host to server, and another one from server to host?
