Is there an archive with older VM images?
In the support -> VM Images the oldest images that are available for download are:

7.0.13

6.4.14

Is there an official or unofficial place where older VM images can be downloaded?

As per my understanding (but not sure) it should be possible to download old firmware only if you have a device with subscription that still support old firmware.

Thank you for contacting the Fortinet Forum portal.

-You should be able to browse through the download firmware path on the support portal for older VMimage file, Search for file extension with .out.ovf.zip it has a VMimage version.

Yes.
But I am asking about the VM images - for example VMware ESXi images of older versions of FortiGate

You could use an example for the 5.6.14 version  

 FGT_VM64-v5-build1727-FORTINET.out.ovf.zip if looking for ESXi model
