we have 3 users on our network that I have been asked to track. The powers want to know where these users are going on the internet. Is there a way that I can find this information and report it? We have a 60E router.

Yes, it should be possible by doing the following:
1) Identify the outbound policy you already have in place that allows all users to browse to the Internet.
2) Create a new policy right above.
3) Create a user group with the 3 users you wish to monitor and specify them as the source on the previously created policy. Ensure the action is set to LEARN.
4) Create a Web Filter security profile and attach it to the same policy.
5) Ensure that logging is enabled under Log Settings and on the policy itself.
The 3 users' traffic should then be monitored with the logs as well as the LEARN REPORT generated.
