Installing version 7 with /norestart still restarts

When installing the new version 7 and using the /quiet /norestart switches it forces a rude reboot.

I can't push this new version until I find out if it's something I'm doing or if the new installer is having issues.

These are the same parameters I am using to push 6.2.6

Anyone know what is happening with this? Did they change the switch to noreboot?

Same behavior over here, making updates a really terrible experience.
