IPSec VPN Tunnel not cleared when there is no interesting traffic

Hi,

I have configured site to site IPSec Tunnel .When there is no interesting traffic IPSec tunnel not clearing.

Peers reach ability is there ,where as no  phase-2 interesting traffic.

Some clarify whether IPSec tunnel will aumatically clear when there is no phase-2 interesting traffic??
