IPSec Active Admin Session problem

Although I have more than one vpn (ipsec) in the Active Administrator Sessions section, I always see this user login from the same vpn. what could be the reason for this?

Simply because the user "backup" uses the same VPN to connect to your FG.

I'm trying to figure out exactly why he's doing this. Why does he have it when others don't?
