IPSEC custom tunnel from mobile device without public ip

Hello experts,

I have to connect many mobile devices over a 4G connection without public IP via IPSEC custom tunnel.

DDNS don't work, because the mobile IP is behind another provider IP. 

So I wan't to establish a connection as a kind of dial in. If I try it I got the error -9999:-9999 from the WWW GUI.

It ist a 100D. 

Some ideas ?

Are you using the Forticlient app on mobile? Can you share the VPN configuration from your FW  and mobile/app?
