IPSEC VPN with Chrome Remote Desktop

Greetings,

I'm trying to figure out why my chrome remote desktop will not complete when it has an ipsec vpn connection.  The company wants to use chromebooks to remotely connect to PCs in the office.  If I do not establish an IPSec VPN connection the app works and I can connect using Chrome's Remote Desktop App.  As soon as I initiate the IPSec VPN connection it fails with error message "Unable to reach the host.  This is probably due to the configuration of the network you are using."

I have the policy setup with source as the IPSEC IP VPN range.  The destination is the allowed subnets.  The schedule set to always, the service is set to all, and the Action is set to IPsec.  (If i change the action from IPsec to Accept it fails the VPN connection)

I have a policy above that.. That has the source set to the IPSec IP VPN range, destination set to any, and the action is accept.

Any help is appreciated.
