IPS logs with Attack ID 0 and Attack Name Unknown?

I'm seeing a lot of IPS logs for outbound connections that show no ID or name.

example:

Attack ID0

Direction:outgoing

Reference: https://fortiguard.fortinet.com/encyclopedia/ips/0

Severity:info

Is this a sign of an attack or is it a bug?
