IBM AppScan Upload - Failed to process the upload file

I have FortiWeb-AWS_OnDemand 5.82,build1375,170622.  I using IBM Appscan to get an exported XML from scanning one of my app urls.  I have tried AppScan 9.0.3.7 and 9.0.3.5.  When I try to upload that XML file into FortiWeb under Web Vulnerability Scan -> Scanner Integration, I get an error 'Failed to process the upload file'.  If I look at the network api call, /wvs/integration returns a 200 but there is an error redirect in the response.

Can anyone give some insight into how to diagnose this?
