The monitor section is not visible on my fortigate.

I am trying to monitor my ipsec traffic do not see the Monitor options.

Additional information after I upgrade the  FortiOS version 6.4 the montior tab is not visible.

It's moved under Dashbord monitor section. Click the '+' (Add Monitor) icon in the menu at the bottom of Dashboard section. Then you can find it under Network->IPsec.

Or, you can add it as a gadget to Dashbord itself explained below:
