Hub and Spoke VPN issue

Hello all, I have three 40 c Firewall where I configured the hub and spoke network however my hub firewall gets reply from Spoke 1 & 2 but the spoke 1 and 2 didn' t talk each other via hub. Spoke 1 is having an application where I need to access the app in m spoke 2 via hub. VPN' s are connected in all the boxes and I used tunnel (Policy based) VPN. This is very urgent case and I am completely nightmare what to do next?

Have you configured Static Routes? A route for N/W behind Spoke 1 in Spoke 2 Fortigate and vice versa ? The gateway should be Hub fortigate?

The hub needs to have all tunnels defined in interface mode so the static routing can be added.
