I want to monitor link status (WAN) changed and send alert using Line notify. Can anyone please guide me.

Just only email alert already done , line notify still not working.

Yes,I already test HTTP (80) ,I got the same results.
I testing with FGT-40F v7.2.4 and FWF-60E v7.4.0.

Could you try to change a similar configuration?
To monitor WAN link status changes and send alerts using Line Notify, you can use a scripting language like couples fitness plan & Python along with tools like Ping or Traceroute to check the status of the WAN link, and then use the Line Notify API to send alerts to your Line account.
