You will not be able to change the structure of the management login page.

You can change the color theme to predefined options:

You can also use the Replacement Messages section to customize some pages displayed by Fortigate, like user authentication (not admin page), block pages and etc. You can read about it in https://docs.fortinet.com/document/fortigate/7.4.8/administration-guide/131140/replacement-messages

You can do it by the use of html/css coding.
