As per the subject, how to duplicate the LAN to WAN traffic from FG-A to FG-B's LAN to WAN. The LAN IP is 172.20.1.254 and the WAN IP is 10.0.9.246. As shown in the image, how should this be handled?
Your problem statement is not clear. Are you trying to set up high-availability(HA)/redundancy between two FGTs? If those two FGTs are standalone those are conflict each other and wouldn't work well. Cisco switch also might block one side over the other.

I don't think it's possible. As I said even the Cisco switch wouldn't recognize two devices with the same IPs on two different ports. "switching", MAC-IP mapping, wouldn't work.
