How to check IP Reputation categories on Fortiweb

Hi,

 

I have configure IP Reputation to alert/email trigger, if there is any access from anonymous proxies IP. I tried TOR browser to access website behind Fortiweb but still I am not able to get alert/email trigger. While check web filtering database in Fortiguard that IP belong to proxy avoidance or malicious website. 

 

How to troubleshoot why its not triggered by IP Reputation.
