How to allow specific url

Basically, under webfilter you will need to enable static url filter, put there URL (full, wildcart) that you block/allow and then use this webfilter in firewall policy. But be aware, if you want to allow only specific URL, for example some directory, but you want to block main page, you will need to enable deep inspection in order to allow FortiGate see traffic and URL.

see what category the address belongs to if the category is banned you can add the specific address to the exception and it will be available to all.
