Hello,

Is there a way to limit the maximum number of SSL VPN sessions globally?

We would like to limit the risks of saturation of the fortigate (avoid entering "conserve mode")

This can be enforced, but only when VDOMs are enabled today. You can set both a per VDOM and a global SSL-VPN session limit. Please see the following doc:
