How can I give one IP address on the network high priority internet access?

add another policy above the existing policy for that specific IP address and apply traffic shaping possible with traffic shaping of existing traffic.

To expand on the last post, all traffic is prioritized high by default. It would not be enough to shape traffic from the one IP as high priority. You would also have to lower the priority of all other traffic, either per-policy, or as a global setting.
